The treaty idea-[]

Mandatory treaty obligations:[]

  1. There will be an immediate stop to all fighting in all locations!
  2. All prisoners of war (POWs), refugees, kidnapped people, hostages, refugees and displaced persons (DPs) must be allowed to return to their home lands unmolested!
  3. Both sides must co-operate in disclosing the location of all landmines and there subsequent destruction and/or removal as well as the repair of any war damaged atomic power stations.
  4. Russia, Ukraine, Moldova, the LPR, the DPR, Transnistria, Latvia, Lithuania and Estonia shall respect ethnic and religious minority rights.
  5. Russia will keep only the LPR, DPR and Crimea, but will renounce any clams on the rest of Ukraine forever! The Rest of Ukraine would stay Ukrainian as long as the Ukrainians want it to!
  6. Ukraine can join the EU as soon as eligible and can apply to join NATO after 10 years, assuming they want to join either of them.
  7. All nations of the world will co-operate in dealing with the reconstruction of Ukraine, Russia, LPR, DPR and Crimea
  8. All nations of the world will co-operate in dealing with the post war heath need for those wounded, PTSD victims and those driven mad by the war in Ukraine, Russia, LPR, DPR and Crimea.
  9. The Suwałki Gap and a border zone between Russia and Ukraine will become a UN\EU\Arab league patrolled neutral zone (see the map), if the UN, EU and Arab League are willing to do so.
  10. All war criminals on both sides must be put on trial by the UN.
  11. Dmitry Peskov, Vladimir Putin, Dmitry Medvedev, Sergey Lavrov, Maria Lvova-Belova and Volodymyr Zelenskyy will retire form public life and politics after a year! They can publish there biographies in a few years time, but other than that they disappear from the public and political scene for ever. If they don't agree, then they would become eligible for prosecution if they are guilty of any war crimes. Simply put- vanish or risk getting a prison cell in the Hague.
  12. Russia will be allowed to re-join the SWIFT international banking system.
  13. Ukraine has the right to a navy and related aircraft. Their current navy is puny and get should 3 torpedo boats, riverine patrol boat, a mine sweeper, a mine layer and 5 anti-submarine warfare (ASW) aircraft from the EU if they want them.
  14. Estonia is a puny nation and who's population is out numbered 120 to 1 by the population of Russia. Portugal has 4 F-16s and 95 personnel in NATO mission in Estonia based at Ämari Air Base in Estonia. The NATO nations would continue to maintain this mission untill Estonia no longer wants it or the NATO nations no longer want to give it.
  15. Russia should stop threatening and antagonising the Baltic states and Finland.
  16. Russia will be given 7,250 tons of western potatoes for free as soon as possible.
  17. Ukraine will be given 5,000 tons of western potatoes for free as soon as possible.

Negotiable treaty obligations:[]

  1. Both sides will renounce the use of cluster munitions on civilians.
  2. Russia will renounce any claims on Alaska, Finland, Poland and the member states of the former USSR forever, which the lost long ago with good reason, unless they want to join Russia of there own free will.
  3. Russian, Crimea, LPR, DPR and Ukrainian media and education system must not be as a propaganda or indoctrination system.
  4. Russia will repay all Ukraine's war debt and all the losses (fiscal, economic, material, etc,) Ukraine has suffered during the war over the next 25 years. It stands at the total war damage of Ukraine was estimated at 135 billion U.S. dollars in the February of 2024. Russia will have to pay Ukraine compensation for at least some of the damage done.  Russia will have to pay Ukraine compensation for at least some of the damage done. Due to Russia being economically crippled by sanctions and inflation, perhaps payment in goods would be better.   6. Poland, Hungary and Romania will renounce any clams on the rest of Ukraine forever.
  7. Russia has stolen $530 million of Ukrainian grain as of February 2024 or sale abroad. Russia must repay this in grain output over the next 25 years.   8. Russians need to be taught to think for themselves and their leaders need to be open to criticism for their failures. The right to freedom of expression has been recognised as a human right in the Universal Declaration of Human Rights and international human rights law by the United Nations. Every person, regime, organisation and company deserves to be subject to news reporting, critique, parody, satire, historical comparison, review, criticism, advice and praise when justified. Only cowards and losers fake election results. President Putin's not man enough to face real elections. Many countries have constitutional law that protects free speech. Terms like free speech, freedom of speech, and freedom of expression are used interchangeably in political discourse. However, in a legal sense, the freedom of expression includes any activity of seeking, receiving, and imparting information or ideas, regardless of the medium used. The version of Article 19 in the ICCPR later amends this by stating that the exercise of these rights carries "special duties and responsibilities" and may "therefore be subject to certain restrictions" when necessary "[f]or respect of the rights or reputation of others" or "[f]or the protection of national security or of public order (order public), or of public health or morals". It is not OK to use hate speech, libel, slander, obscenity, pornography, sedition, leaked classified information, committing copyright violations, leaked trade secrets, and so on in this context.
  9. The Russian military must be reformed. No Russian officer will swindle their subordinates out of their pay or supplies, nor will troops of any rank steal weapons, fuel, uniforms, rations or kit. No one in the Russian military will commit war crimes, order war crimes or steel either supplies or money of their comrades in arms.
  10. Russia needs to be a democracy. An elected democracy makes sure that the person in charge is usually the one with the best ideas, good personal integrity and the one the people like most will win. If democracy prevails, the scumbags lose and no one needs to assassinate any one.
  11. Russia's military can't rise over 950,000.
  12. Conscription will be banned in Russia.
  13. Russia won Kaliningrad Oblast fair and square after the Great Patriotic War and so they will keep it as part of Russia for ever unless the locals say otherwise.
  14. The Russian education system and media must be free to tell the truth never spew out propaganda! Putin treated the Russian public like mushrooms, feeding them shit and keeping them in the dark all the time. The people don't really know just how much they did not know, since they simply did not know anything at all except for Putin's propaganda!
  15. Ukraine will not develop, sell, stockpile or use atomic weapons.
  16. Both sides must understand that both destroying hospitals and killing medics with out a good reason is evil, cowardly, pathetic, ignoble, perverted, warped, stupid, politicly incorrect, chaotic, unessasery savage and a major war crime!

  18. Russia and Ukraine must start to tackle corruption it there countries armed forces. Corruption is perceived as a significant problem in Russia, impacting various aspects of life and the state. Ukraine has had a series of politicians from different sides of the political spectrum to gain power.
  19. Russia's government must publicly apologise to its armed forces for giving them poor and inadequate rations, fuel, body armour, medical supplies and ammo during the Ukraine war.
  20. Ukraine has the right to a navy and related aircraft. Their current navy is puny. Ukraine would get a total of 3 torpedo boats, inshore patrol boat, 2 riverine patrol boats, a fast attack patrol craft, a missile patrol boat, a mine sweeper, a mine layer, 2 corvettes, a frigate, several anti-submarine warfare helicopters, several navy strike aircraft, several naval utility aircraft, several multi-purpose military helicopters, 5 anti-submarine warfare (ASW) aircraft, several naval mine-countermeasures helicopters and a frigate from the EU over the next 5 years if they want them.
  21. No Russian military aircraft will fly in to the part of the Ukraine west of the River Dnieper and if they do, they will be shot down with out warning for the next 20 years.
  22. Russia is in desperate need of new passenger jets and oil tanker ships, so perhaps some of the world's surplus inventory could be given to Russia, assuming any one is willing to give them to Russia.
  23. Moldova can join the EU as soon as eligible and can apply to join NATO after 10 years, assuming they want to join either of them.
  24. If Moldova ever wants to join Romania, they can, and if ever Transnistria wants to join Russia, they can.
  25. The ethnically Russian town of Daugavpils will be given considerable cultural, linguistic and ethnic autonomy with in Latvia.

Supplementary request idea-[]

  1. It was reckoned in 1947 that it would take about 100 Hiroshima/Nagasaki yield level nukes that were either used simultaneously or in quick succession could destroy civilisation and that not many more were needed to destroy humanity as a whole. As a result no nation will have over, let's say, 250 nukes with a total yield of 5.25Mt and an individual yield of 21kt (the 1945 Nagasaki bomb). So the USA, Russia, China, UK, India and France should cut their arsenals to meet this target as soon as possible, with N. Korea (?) and Pakistan trimming there's as needed. So far Israel has not crossed this line. Those who have not breached this limit will not do so in future either, since it is the responsibility of all nuclear powers to avoid wiping out the paint in an atomic holocaust. International observers from the UN would enforce this rule.
  2. All mobile land based ICBMs and sea based SLBMs are to be banned. Only immobile missile silos would remain for ICBM use. International observers from the UN would enforce this rule.
  3. Russia won the Kuril Islands fair and square after the Great Patriotic War and so they will keep it as part of Russia for ever unless the locals say otherwise.
  4. The West will teach both Russia and Ukraine how to make and use aramid fibres like Kevlar for use in body armour.
  5. No Russian military personnel will get drunk or hung-over on duty.
  6. No Russian military personnel will embezzle the Ministry of Defence, steal equipment, steal supplies, steal armour or steal weapons from their bases and depots.
  7. The Red Star and Gold Star emblems can't be used as Russian national symbols, since they are Soviet\Communist ones and must only be used as such.
  8. Both Ukraine and Russia must defeat the ultra-far right factions that are known of before they become to big to stop.
  9. No Russian ICBMs and IRBM would be based in Crimea.
  10. Armenia can join the EU as soon as eligible and can apply to join NATO after 5 years, assuming they want to join either of them.
  11. Georgia can join the EU as soon as eligible and can apply to join NATO after 10 years, assuming they want to join either of them.
  12. Moscow and St. Petersburg have a bad reputation of being centres of repression. The capital will be moved to the old Viking era capital of Veliky Novgorod. It can be only nominal, things you find in a capital like the stock existing don't need to move, just the honour and title of being the Russian capital.
  13. N. Korea would receive 1,100,000 short tons of coal and 5,000 barrels of oil per year as long as they don't threaten or antagonise S. Korea and Japan.
  14. The use, stockpiling, sale and manufacturing of thermobaric 'vacuum bombs' and thermobaric missiles is to become illegal world wide.

The Fourth Geneva Convention[]

  1. All the world's nations are to sing up to and obey the The Fourth Geneva Convention (full title: Geneva Convention relative to the Protection of Civilian Persons in Time of War) in full. No nation on Earth will either attack or destroy the following:
    1. Anything marked as a hospital, an ambulance, a doctor, or a first aid person. Those places, vehicles, and people should not have weapons and are not to be attacked.
    2. Anyone who is a member of a neutral power is not to be a target of violence unless the said person is committing or intending to commit a hostile act.
    3. Anyone carrying or waving a plain white flag or piece of cloth must not be attacked if they are acting in good faith. That person should also not attack anyone since they may want to surrender, or just talk about ways to solve the problem without more fighting.
    4. Religious buildings such as churches, mosques, and temples, as well as priests and clergy. Those places and people should not have weapons and are not to be attacked.
  1. They must also remember to do the following in time of war:
    1. Anyone fighting in the war has to wear a uniform of their combatant side. Also they have to carry their weapons out in the open where they can be seen.
    2. Any enemy soldier that is captured must be treated fairly as a prisoner of war.
    3. Religious buildings such as churches, mosques, and temples are not to be used for military purposes and are to be protected from attack or destruction at all costs.
    4. Occupied territory should be governed fairly and not looted or devastated.
    5. Perfidy, such as, but not limited to making a false surrender, is banned outright.

  1. No one will get obsessed with buying lots of Russian oil and gas again, but things may recover over time. Russia was a significant producer of a vast range of mineral commodities, including aluminium, arsenic, cement, copper, magnesium compounds and metals, nitrogen, palladium, silicon, nickel, vanadium, platinum, cobalt, gold, sulphur, silver, phosphate, gypsum, molybdenum, bauxite, zinc, tin, diamonds and uranium. Making honest friends with the West and they could buy at least some of it again once sanctions are lifted.
  2. It is good to see Russian troops are adapting to modern warfare and using drones. Things may be become even better for Russia if Russia and Ukraine were in NATO. Both nations would benefit from NATO training, weapons and equipment.
  3. Russia needs a real leader, not a coward who can't justify his plans in a free election or to his political rivals. Rigging an election victory is both unfair and cowardly.
