Preamble[]

Russia has committed a major error by starting a war without using enough diplomatic effort, international mediation or UN related activities to resolve the situation earlier on and by not realising the Ukraine would fight back! It is sad that a planned 3 day to 3 week war now approaches 4 1/4 years as of writing this preamble, with hundreds of thousands, if not millions of deaths on both sides so far!

Air soft armour, rusty guns, plastic toy helmets, out of date food and helmets that were shot full of holes in World War 2 are not appropriate for a good army! An army that fails to preparer is a huge failure in the making.

Soldiers should be willing to die for their country, but they should not be squandered and treated like bullets. Soldiers that live can pass on skill and their experiences in order to help new recruits become better men. No one should be drunk, high, on drug-withdrawal or hung-over whilst on duty under normal circumstances since they are not going to fight effectively.

President Putin says he's a 'strong man', but he is not and can't protect Kursk and Belgorod Oblasts! Yes, even the alcoholic Boris Yeltsin kept Kursk and Belgorod safe! Ukraine in not as mighty as Nazi Germany's 4th Panzer Army (4. Panzerarmee)\Panzer Group 4 (Panzergruppe 4), but that said, Ukraine has has taken over a large part of Kursk and Belgorod Oblasts! Russia can't win!

Russia is not as great as the USSR and never will. The Russian government missed the way Russia could become truly great. Russia could have sold vanadium, iron and rare earth metals to the west like China dose.

Russians, Byelorussians and Ukrainians are both biologically and culturally akin, but none of them should abuse each other. If Russia and Belarus can get on well, then so can Ukraine and Russia. As for the Kyven Russ history theories, it was a mix of east Slavs, Finnic peoples, Balts and Vikings. If Kyven Russ proves anything, it's that Karelia, Russia, Ukraine, Belarus and the Baltic States are part of Sweden, historically speaking! Putin's claims over Russian historic borders is stupid, since by it's own logic since Russia should be part of Sweden via Kyven Russ!

The Zaporozhian Sich was independent or autonomous for many years and developed it's own culture. It is one of the origins of Ukrainian identity. Ukraine is real country and proud of it.

Russia has better things to do rather than sponsor violent Middle Eastern regimes, Latin American narco-states and attacking Eastern Europe.

Russia will not win since Ukraine has halted most of of Russia's armies and Ukraine drones have cause power failures in Kazan. Ukraine is the statistically inferior nation, but it is still wining. Why is Ukraine winning? It is obvious, pre-war Ukraine reduced corruption and took up western values. Russia could have done this, but did not and now faces defeat. Russia needs and deserves to join the West and prosper like Baltic States and pre-war Ukraine! If a resource poor nation like Denmark can flourish under western democracy so could Russia and it will be best for both Russia and the world!

Corruption hindered the Soviet armed forces since the 1970s and destroyed the Russian armed forces. Steeling equipment, siphoning off money, selling fuel to sell it for vodka and so on will decrease the effectiveness of the forces that are corrupted. Corruption will ruin militaries just as easily as sabotage will! Anyone who steels from or embezzles the armed forces deserves to be shot for treason since they ruined the combat effectiveness their part of the armed forces.

Here is an example: A large Russian army coulomb runs out of fuel near Kyiv since the scouts who were looking for the Ukrainian fuel dump were killed the day before died after a Ukrainian guard found them. There's no calling for help, the wiring was stolen from all the radios by a corrupt soldier last month. Most of the tanker trucks are now useless due to their cheep Chinese tiers puncturing on mass in the summer heat and when the few tanker trucks whose tyres are not punctured get to the Russian fuel depot they find the fuel was never delivered and the money was stolen by corrupt officers. A few days later the Ukrainian force wipes out the large Russian army coulomb! The end! The treaty idea-[]

Mandatory treaty obligations:[]

There will be an immediate stop to all fighting in all locations!
All prisoners of war (POWs), refugees, kidnapped people, hostages, human shields, refugees and displaced persons (DPs) must be allowed to return to their home lands unmolested!
Both sides must co-operate in disclosing the location of all landmines and there subsequent destruction and/or removal.
Russia, Ukraine, Moldova, the LPR, the DPR and Transnistria shall respect ethnic and religious minority rights.
Russia will keep only the LPR, DPR and Crimea, but will renounce any clams on the rest of Ukraine forever! The Rest of Ukraine would stay Ukrainian as long as the Ukrainians want it to!
The new Russo-Ukrainian border would be heavily fortified on both sides in order to make a future war too costly to be worth doing.
Ukraine can join the EU as soon as eligible and can apply to join NATO after 10 years, assuming they want to join either of them.
The Suwałki Gap, the Saatse Leg and a substantial border zone between Russia and Ukraine will become a UN\EU\Arab league patrolled neutral zone (see the map), if the UN, EU and Arab League are willing to do so.
All war criminals on both sides must be put on trial by the UN.
All ceasefires must be serious and breaking then should not happen without good cause. It must be done honestly, with out lies, with out unjustified breakage and with out perfidy!
Dmitry Peskov, Vladimir Putin, Dmitry Medvedev, Sergey Lavrov, Maria Lvova-Belova and Volodymyr Zelenskyy will retire from public life and politics after a year! They can publish their biographies in a few years time, but other than, they disappear from the public and political scene for ever. If they don't agree, then they would become eligible for prosecution if they are guilty of any war crimes. Simply put-vanish or risk getting a prison cell in The Hague!
Russia will be allowed to re-join the SWIFT international banking system after a year if it behaves it's self.
Ukraine has the right to a navy and related aircraft.
Estonia is a puny nation and who's population is out numbered 120 to 1 by the population of Russia. Portugal has 4 F-16s and 95 personnel in NATO mission in Estonia based at Ämari Air Base in Estonia. The NATO nations will continue to maintain this mission until Estonia no longer wants it or the NATO nations no longer want to give it.
The Ādaži military base hosts the 3,500 strong NATO Multinational Brigade in puny Latvia and the 1,700 NATO enhanced Forward Presence Battle Group Latvia Denmark, Sweden, from Albania, Czech Republic, Italy, Poland, Canada, Montenegro, Slovakia, Slovenia, Spain, Iceland and North Macedonia, deployed to Latvia on rotational basis. The NATO nations will continue to maintain this mission until Latvia no longer wants it or the NATO nations no longer want to give it.
Lithuania has a Norwegian force of around 150 soldiers and support personnel in it. The NATO nations will continue to maintain this mission until Lithuania no longer wants it or the NATO nations no longer want to give it.
Russia should stop threatening and antagonising the Baltic States, Romania, Moldova, Poland and Finland.
Russia will never have aircraft carriers or Battleships ever again.
The West will launch a full on humanitarian relief program in Ukraine, Crimea, LPR, DPR and European Russia. They will get as much food and domestic fuel oil as they need for the next 5 years as long as the West can successfully provide it.
Russia and Ukraine must reject the ideals, actions, policies, beliefs and ideas of the former Lokot Republic, 14th Waffen Grenadier Division of the SS (1st Galician) and alike from World War 2. Both Ukraine and Russia must defeat the ultra-far right factions that are known of before they become too big to stop.
Russia must stop massing troops near the Saatse Leg crossing and stop threatening Estonia with those men.
All sides will renounce the use of cluster munitions on civilians.
All nations of the world will co-operate in locating and either openly mark the locating any mine fields that are meant to stay in place and those land mines that are no longer needed to avoid unessasery post war deaths.
Latvia, Lithuania and Estonia shall respect ethnic and religious minority rights.
Russia won Kaliningrad Oblast and the southern Kuril Islands fair and square after the Great Patriotic War and so they will keep it as part of Russia for ever unless the locals say otherwise in a fair referendum.
Italy, Denmark, the Netherlands, France, Poland and\or Germany will guarantee Ukraine's sovereignty.
Russia will renounce any claims on Alaska, Finland, Poland, Romania, Turkey, Mongolia, Kazakhstan, Ukraine and the Baltic States, unless they now want to join Russia of their own free will.
Ukraine will not develop, sell, stockpile or use atomic weapons.
Russia's military can't rise over 1,000,000.
Ukraine's military can't rise over 750,000.
Conscription will be banned in Russia for 5 years.

No Russian ICBMs and/or IRBMs will be based in the Crimean peninsular, Southern Kuril Islands or Kaliningrad Oblasts as long they are part of Russia.
Both sides must understand that both destroying hospitals and killing medics without a good reason is evil, cowardly, pathetic, ignoble, perverted, warped, stupid, politically incorrect, chaotic, unessasery savage and a major war crime!

Russia needs to be a democracy. An elected democracy makes sure that the person in charge is usually the one with the best ideas, good personal integrity and the one the people like most will win. If democracy prevails, the scumbags lose and no one needs to assassinate any one.
Russia and Ukraine must start to tackle corruption. Corruption is perceived as a significant problem in Russia, impacting various aspects of life and the state. Ukraine has had a series of politicians from different sides of the political spectrum to gain power.
The Russian military must be reformed. No Russian officer will swindle their subordinates out of their pay or supplies, nor will troops of any rank steal weapons, fuel, uniforms, rations or kit. No one in the Russian military will commit war crimes, order war crimes or steel either supplies or money of their comrades in arms.
Russia's government must publicly apologise to its armed forces for giving them poor and inadequate rations, fuel, body armour, medical supplies and ammo during the Ukraine war.
The Russian education system and media must be free to tell the truth never spew out propaganda! Putin treated the Russian public like mushrooms, feeding them shit and keeping them in the dark all the time. The people don't really know just how much they did not know, since they simply did not know anything at all except for Putin's propaganda!
No Russian military aircraft will fly in to the part of the Ukraine west of the River Dnieper and if they do, they will be shot down without warning for the next 20 years.
Moldova can join the EU as soon as eligible and can apply to join NATO after 5 years, assuming they want to join either of them.
If Moldova ever wants to join Romania, they can, and if ever Transnistria wants to join Russia, they can.
The ethnically Russian town of Daugavpils will be given considerable cultural, linguistic and ethnic autonomy within Latvia.
Armenia can join the EU and NATO as soon as, assuming they want to join either of them.
The Russians have made numerous casualised atomic war threats and well as well calibrated ones. Russia there fore will have to give up 5 ballistic missile submarines and 3 cruise missile submarines. Western engineers will safely decommission the subs.
A war memorial is to be built somewhere on the Russo-Ukrainian border with both Ukrainian and Russia text on it. It is to remine the nations' people about the cost and suffering of war.
No offensive weapons or test platforms for them were put in to outer space (ban stuff like like the Russian Cosmos 2553 satellite, the American Rods from God satellite idea and American Strategic Defence Initiative Star Wars plan).
The West will teach both Russia and Ukraine how to make and use superior aramid fibres like Kevlar for use in body armour.
No Russian military personnel will get drunk or hung-over on duty.
Russia will never export oil or natural gas to Western Europe ever again.
The Red Star and Gold Star emblems can't be used as Russian national symbols, since they are Soviet\Communist ones and must only be used as such.
Azerbaijan can join the EU as soon as eligible and can apply to join NATO after 5 years, assuming they want to join either of them.
Georgia can join the EU as soon as eligible and can apply to join NATO after 5 years, assuming they want to join either of them.
Moscow and St. Petersburg have a bad reputation of being centres of repression. The capital will be moved to the old Viking era capital of Veliky Novgorod. It can be only nominal, things you find in a capital like the stock existing don't need to move, just the honour and title of being the Russian capital.
N. Korea would receive 1,100,000 short tons of Western coal and Western 5,000 barrels of oil per year as long as they don't threaten or antagonise S. Korea, Ukraine and Japan.
The use, stockpiling, sale and manufacturing of thermobaric 'vacuum bombs' and thermobaric missiles is to become illegal worldwide.
Chechenya, N. Ossetia and Dagestan will hold a free and fair UN run referendum on staying in Russia and becoming independent.

All nations of the world will co-operate in dealing with the reconstruction of civilian bridges, civilian housing and all atomic power stations damaged or destroyed by the war in Ukraine, Russia, LPR, DPR and Crimea.
All nations of the world will co-operate in dealing with the post war health need for those wounded, PTSD victims and those disabled and\or driven mad by the war in Ukraine, Russia, LPR, DPR and Crimea. The war veterans who are mentally ill need serious help to cope with PTSD and alike. Prison will contain, but not help them. Medication and psychiatric therapy can help.
All nations of the world will co-operate in dealing with the reconstruction of civilian power stations, relay stations, substations and electric transition lines destroyed by the war in Ukraine, Russia, LPR, DPR and Crimea.
All nations of the world will co-operate in dealing with the reconstruction of oil refineries and oil storage depots destroyed by the war in Ukraine, Russia, LPR, DPR and Crimea.
Russia and Ukraine are in desperate need of new passenger jets, grain carrier cargo ships and oil tanker ships, so some of the world's surplus inventory could be given to them, assuming they want them and that if any one is willing to give it them.

With due care, skill, time and intelligence, Russia could become a success like the Baltic States, Finland and pre-war Ukraine.

Perhaps the equivalent monitory value tonnes of iron ore, megatons of lead and tonnes of coal could be given to Ukraine as a free gift, I'm sure Ukraine could make a lot of money out of selling it. Perhaps payment could be in tonnes of iron ore, megatons of lead, tons of nickel and tonnes of coal could be given to Ukraine over 25 years, I'm sure Ukraine could make a lot of money out of selling it. Russian over seas assets could be liquidated and the money raised to help pay of the reparations bill.

Restoring Finnish neutrality[]

The Finnish-Russian border will be so heavily fortified on both sides that invasion by either nation will become next to impossible.
Russia's constant threats against Finland and claims Finland wanted to join NATO on the sly since 2015 destressed Finland so much they eventually joined NATO in 2024, what a huge Russian own goal!
Russia will not target nukes at Finland, unless Finland has it's own nukes or host other nation's nukes on it's territory.

A possible nuclear weapons deal?[]

All nations must cut their nukes back their nuclear arsenals!
All mobile land based ICBMs and sea based SLBMs are to be banned. Only immobile missile silos would remain for ICBM use and aircraft would carry only free fall bombs and cruise missiles. International observers from the UN would enforce this rule.
It was reckoned in 1947 that it would take about 100 Hiroshima/Nagasaki yield level nukes that were either used simultaneously or in quick succession could destroy civilisation and that not many more were needed to destroy humanity as a whole. As a result no nation will have over, let's say, 250 nukes with a total yield of 5.25Mt and an individual yield of 21kt (the 1945 Nagasaki bomb). Those who have not breached this limit will not do so in future either, since it is the responsibility of all nuclear powers to avoid wiping out the paint in an atomic holocaust. International observers from the UN would enforce this rule.
Both Poland and Belarus's can have nukes, if they want them, under the terms of this treaty. That said Belorussia has Russian nukes stationed on it's territory, so Poland can have NATO nukes stationed on it's territory.
History has shown the USSR and the USA wanted nukes in the Cold War to black-mail the world in to submission with. They then hypocritically complained when the UK, France, Israel, India and China got them. It is time to cut back on both the nukes and the bad attitude!

A new law on robotics[]

There should be a clear definition of what a military and civilian satellite is, who can use them and who can destroy them in a time of war.

Issues regarding the Fourth Geneva Convention[]

All the world's nations should fully singe up to and obey The Fourth Geneva Convention (full title: Geneva Convention relative to the Protection of Civilian Persons in Time of War) in full. No nation on Earth will either attack or destroy the following:
1. Anything marked as a hospital, an ambulance, a doctor, or a first aid person. Those places, vehicles, and people should not have weapons and are not to be attacked!
2. Anyone who is a member of a neutral power is not to be a target of violence unless they said person is committing or intending to commit a hostile act.
3. Anyone carrying or waving a plain white flag or piece of cloth must not be attacked if they are acting in good faith, since they may want to surrender or hold peace talks, or just talk about ways to solve the local problem without more fighting. That person or persons must also not attack anyone since the opposing side thinks they want to surrender or negotiate and don't expect an attack.
4. Religious buildings such as churches, mosques, and temples, as well as priests and clergy are off limits. Those places and people should not have weapons and are not to be attacked!
5. The deliberate targeting, wounding and killing of unarmed civilians without a good reason is evil!
6. The armed forces should be punished only for failures they are actually to blame for. They can't be blamed for the weather, losing to an unbeatable opponent or bad luck. Reports to superior offices must be honest or else the superior officers can't give accurate and effective orders due to poor quality reporting by their dishonest inferiors.
7. Russia deserves better leaders and must select better ones soon or Russia will collapse.
All the nations on Earth must also remember to do the following in time of war:
1. Anyone fighting in the war has to wear a uniform, identifying markings or insignia of their combatant side. Also they have to carry their weapons out in the open where they can be seen.
2. Any enemy soldiers that are captured must be treated fairly, as a prisoner of war and given food, water and/or medical aid.
3. Religious buildings such as churches, mosques, and temples are not to be used for military purposes and are to be protected from attack or destruction at all costs!
4. Occupied territory should be governed fairly and not looted or devastated.
5. Perfidy and treachery, such as, but not limited to making a false surrender, is banned outright!
6. Murder, torture, corporal punishments, mutilation and medical or scientific experiments not necessitated by the giving of regular medical treatment, are banned outright.

This is a list of war crimes and crimes against humanity committed by both sides of the war with the probable legal charges listed by them! There is also a Wikipedia list of war crimes in the Russo-Ukrainian war as well! Many low grade people, like those SPETNAZ guys who looted a Ukrainian a food shop in the early stages of the war technically committed a war crime by looting, but they can get away with it since it's only a minor crime and they are probably dead now. That said several more prominent people and egregious crimes have been committed.

It is sad that Russia condemns the Nazis of the Great Patriotic War and then Russia apparently imitates them during the war with Ukraine. Terror bombing cities has a likelihood of making ethnic Europeans more defiant unless it reaches genocidal levels and that is unacceptable.

Building a new Russia?[]

It is wrong that the Russia leadership eat caviar whilst there people can't afford to by butter and live in a level of poverty that is worse than what the Soviet Union had in the 1980s! It will take 20 to 30 years for the world to forgive Russia. It took that long for Germany and Japan to be forgiven after WW2. Russia has proven it can have happy relations with other nations since Belorussia and Russia ae allies, so there is hope of creating a new and successful relationship with Ukraine.

If a leader, Russian or otherwise, stays in office to long they may become addicted to power and become dictators! Kaliningrad could get rich by selling oil, gas, televisions and amber to the EU after Russia has made peace with Ukraine and the EU. A democratic Russia would be a great asset to the EU. Kaliningrad and St. Petersburg could become new trade hubs in a land free from tyranny. If thimgs improve and Russia becomes democratic the world may end up shopping Wild Berries.

The Zaporozhian Sich was independent or autonomous for many years and developed it's own culture. It is one of the origins of Ukrainian identity. Ukraine is real country and proud of it!

An army is built on comradeship. It is the feeling company and friendship of others with common aims. The greatest joy and productivity comes from comradeship with others in the team.
Soldiers should be willing to die for their country, but they should not be squandered and treated like bullets. Soldiers that live can pass on skill and their experiences in order to help new recruits become better men. No one should be drunk, high, in drug-withdrawal or hung-over whilst on duty under normal circumstances since they are not going to fight effectively.
Human wave/meat assault attacks to a minimum since dead people can't fight again, get promoted, pass on there experience, have children or get a civilian job after the war is over. Peoples' live must not be wasted!
People should only punished when they are genuinely at fault, not just for failing there mission. People can be genuinely defeated or unlucky. The armed forces should be punished only for failures they are actually to blame for. They can't be blamed for the weather, losing to an unbeatable opponent or bad luck.
Reports to superior offices must be honest or else the superior officers can't give accurate and effective orders due to poor quality reporting by their dishonest inferiors.
There should be a clear definition of what a military and civilian satellite is, who can use them and who can destroy them in a time of war.
No Russian military supply personnel will embezzle the Ministry of Defence, steal equipment, steal supplies, steal armour or steal weapons from their bases and depots. No Russian officer will swindle their subordinates out of their pay, body armour, weapons, boots or food supplies, nor will troops of any rank steal weapons, fuel, uniforms, rations, money or kit. Theft is to strictly forbidden since it ruins fighting efficiency and comradery!
No one in the Russian military will commit war crimes or order the committing of war crimes. International laws like the Fourth Geneva Convention must be obeyed at all times!

The Allied Nations agreed that Germany would be occupied and divided. The Western Allies merged their zones in to W. Germany and the USSR formed the GDR. This was fully legal and politically acceptable. Germany unified and became pro-Western united state in the 1990s, but sadly it did not go neutral. Modern Russian claims that the GDR should have stayed as a Russian puppet, but that would be against the will of the citizens of in East Germany and the USSR was not just Russia back in 1945, but a federation of 15 nations (You know, Georgia, Uzbekistan, etc).
The places taken by the USSR of off Poland in 1945 were largely not ethnically Polish and should stay as part of Belorussia, Lithuania and Ukraine.

While heroic sacrifice is a good thing, mass loss of friendly lives is bad. People can't be destroyed on mass like bullets. Corpses can’t fight in future battles, pass on their experiences, get a post-war job or have children. Excessive deaths in one's own armed forces is thus a bad thing.
If Russia uses nukes first then they are doomed! The UK and France will stuff Russia full with cruise missiles attacks and if the nuke was a big one, then a counter nuking will probably occur. Attacking a NATO nation will cause most NATO members to come in against Russia! France and Poland will look forward to defeating Russia regardless of the losses they suffer in the war.
Russia made friends with Belorussia and could have done the same with Ukraine. Unfortunately Russia did not understand Ukraine wanted to be part of the Western world, went toxic and has now gone to war with then.
