Government of India has issued the Standard Operating Procedure (SOP) for dealing with Claims & Objections after publication of draft NRC in Assam in accordance with Clause 6 of the schedule appended to the Rule 4A of the Citizenship Rules, 2003. The SOP can be viewed at the NRCAssam website ( a) To be Indian Citizens originating from other states of India and not having origin in the Specified Territory i.e. Bangladesh. If yes, name of such state to be given b) To avail of any of the other special provisions envisaged under the SOP or existing statutory provisions and to provide information relevant for availing of such provisions

The Standard Operating Procedure on Claims & Objections provides for special dispensation for citizens of India who originate from other states in India and orphans/ destitutes. Special dispensation for Indian Citizens cover those who originate from other states and do not have origin in Specified Territory (Bangladesh) and may have moved to Assam anytime whether before or after 24h March, 1971. Further, statutory provisions under Clause 3(3) of the Schedule to The Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003 apply to Claimants who are originally inhabitants of the State of Assam. The SoP is aimed to ensure that no genuine Indian citizen is left out of the Final NRC. Claimants are requested to provide the said information as at a) and b) above while answering Question 7 in Side D of the Claim Form. For those who have already submitted their Claim forms, the above information will have to be submitted additionally by visiting the designated NSKs
