The plan[]
It was a Soviet plan to create a communist version of the Tsarists Siberian prison labour camps of the 19th Century and fill them with anyone the communists did not like. The Tsarist system processes 1.9m people in it's era and the soviet gulags would go on to proses another ~45-50m people in their era.
The prison system[]
The Gulag (Russian: ГУЛАГ, tr. GULAG; IPA: ɡʊˈlak) was the government agency that administered the main Soviet forced labour camp systems during the Stalin era, from the 1930s until the 1950s.
"GULAG" was the acronym for Гла́вное управле́ние лагере́й (Glavnoye upravleniye lagerey), the "Main Camp Administration". It was the short form of the official name Гла́вное управле́ние исправи́тельно-трудовы́х лагере́й и коло́ний (Glavnoye upravleniye ispravityelno-trudovykh lagerey i koloniy), the "Main Administration of Corrective Labour Camps and Labour Settlements". It was administered first by the GPU, later by the NKVD (which finally became the KGB over the years) and in the final years by the MVD, the Ministry of Internal Affairs.
Perm-36 was one of hundreds. Many pro-democracy dissidents, rebel Cossacks, innocents wrongly suspected by paranoid secret agents, unfairly stitched-up people by jealous rivals and angry relatives, unwanted ethnic groups such as Poles and Meshketian Turks, wayward communist party officials, major criminals, sexual perverts, foreign agents, journalists who did not obey the censorship rules, and enemies of the state such as pro-German elements in the Ukraine and Estonia were all stuffed in to the almost certainly lethal slave labour camps until the rise of President Nikita Khrushchev who closed several of them down. President Mikhail Gorbachev closed most of remaining ones down and used the rest as normal high security prisons. The Russian Boris Yeltsin finally replaced these last few with proper high security prisons.

The dissident come gulag victim, Aleksandr Solzhenitsyn, wrote a book about his experiences called The Gulag Archipelago in 1973.
