The organisation[]

The Supreme Soviet of the Soviet Union (Russian: Верхо́вный Сове́т СССР, Verkhóvnyj Sovét SSSR) was the highest legislative body in the Soviet Union and the only one with the power to pass constitutional amendments. It elected The Soviet National Praesidium, formed from it's ranks the Council of Ministers, formed also from it's ranks the Supreme Court and appointed the Procurator General of the Soviet Union.

The soviets met infrequently (often only twice a month for only several days) and elected the The Soviet National Praesidium, a permanent body, to act on their behalf while the soviet was not in session.
