United Nations Security Council Resolution 3, adopted on April 4, 1946, Requested the Soviet Union remove them as fast as possible, but accepted this could not be as fast as stated in the Tri-Partite Treaty. Soviet forces were in the Republic of Mahabad and the west of the [South] Azerbaijan People's Government's territory. Iran crisis of 1946 was an early test of the post World War 2 resolve to make the world a better pace.
